to get in this cage area below the ramp you must first ride slowly towards the rail where the ramp starts to slant upwards you can get in the railing...from here face the parking garage and hold r2 and l2 down and ollie if done right you should start to float down the rail past the railing post...now let go of the buttons and set your cust... now if you ollie you should get warped under the ramp and into this caged area.
