 Weird Banner Lighting |

I found this banner near landsdowne entrance and when I got close I noticed that the lighting to it was the wrong way. hard to tell in the picture but theres a yellow square that sticks out of the middle of the banner like a glowing wall. Not sure if this is always there or not.
