To get on the Mall Parking Garage, simply Bail Respawn Glitch with a grind/fliptrick off the qp and on the grind-able overhang above the elevator adjacent to the skateshop. If done correctly, you will land on a fair size proxy on the roof. Be careful, the roof does not actually have a full size proxy to it, some areas are not solid.
