Theres a couple ways to do this. the first way is simply using RAG in certain spots either near the balcony to get under on a small part there up above near the glass center and then walk out towards the outside. But perhaps the easiet way is to shimmy on one of the polls near either ramp and just hold the shimmy button down to slide down the poll and under the walk way. to get out just bail near the walkway and force respawn.
