Go over to the planter by the escalator in the picture and hang on the ledge then PUG-Pull Up Glitch, by pushing up the X when your knees touch the line and then shimmey over to the place in the picture and then push up and right after that you push X again and then you should be in an ULG and then ULG over to the other side of it, and you can walk around on there.
