To do this glitch, get on the wall near the parking garage. Then, jump onto the pillar. From there, fall between the 2 pillars and if you turn and try to jump just right you will start to float. If you try it on different parts of the fence, you will get different results. (Like fall through the wall or get partway into the pillar.)
