First go to New Jersey or Moscow in story mode. now do a manual. now pause go to options and then watch cut scene's now select Muska Demo (NJ) or the Tank one (Moscow). now hit x to skip it and triangle out. now press forward. the Meter should still be on the screen and you ride really slowly.
