First go to the end of the road near the water. you should see some yellow rails against the near by buildings. cg th rails and the patio part of the building to get on the patio. now just follow the small ledge to the end were the docks are and jump over to them. now you can skate or walk on the docks. like SCJ cars these boats are 2d.
