First you have to figure out how to get a rigger piece out to the submarine w/ the jaws on it. just under the water behind the submarine is a hidden silver medal. ( the way I got here was by getting OB behind the tunnel on the harbor bridge *see behind warp tunnel in the harbor bridge section* and from there you can just skip across the water to were shown.)
