First you simply CG this corner near the race goal start. Then walk to the open space and jump back and forth on the bouncy walls until you go back and forth in mid-air. You should eventually get on the roof. You can skate the HP that goes on that roof if you do the Tony Hawk mission in Fun Park before doing this glitch.
