In story mode go to the downtown area and find this building. now pretty much graffiti tag or sticker slap any where near here. I did it on the roof of the building. now using the tunnels go to East LA and go onto the highway where shown and look around and you should see your graffiti tag or sticker slap from Downtown.
Depending on where you did it in downtown depends on where it will be in East LA.
