Glitch Database _ The Ruins _ On Burning Building Roof

Get onto the Helipad Roof. Jump down the right side (if facing middle of level). Jump onto the barbwire wall. Walk along the wall and OB (OB is just before Burning Building). Once past OB jump onto the roof.
