First find the hill shown in the pics w/ the fence on top of it. now in walk mode jump towards the fence you should hang on the fence on the opposite side. now press down and x you should start to float. now press l1 and r1 to go into skate position then hold down so you go under the level now go back into walk mode but try to jump at the same time. keep doing this over and over and you can get further and further under the level.
