Simply go past the Out Of Bounds area shown in Pic 1 and Human Bridge Glitch from the road shown in Pic 2. After a few warps you will land on the solid land housing the Hollywood Sign (Pic 3). You can also get on the Hollywood Sign letters (Pic 4).
