To do this glitch, get a ped angry at you. Once the ped is chasing you, go to the "hammer edit icon" and press X right when hes about to hit you. If done correctly, you will be able to skate and walk around while in edit mode. You can also walk over to other "goal icons" and start a goal whilst editing still. If moving from edit area to another streaming area of a map, you will freeze depending on how too far you are away from the edit area.
