The Next GTA has already been announced at e3. GTA: IV. It's a Xbox 360 exclusive game. And it prolly won't have online. It might, But who knows.
"GTA 4 will ship simultaneously for the PlayStation 3 and Xbox 360 on October 16, 2007. In Europe, the game will ship on October 19, 2007."

360 already has Saints Row as an exclusive. Why in the hell would R* risk losing sales on that, with competition like that? Might as well releas it on a system that has no other competition of the genre.
