No. Just a small part of it...

Lol yes all of that was made in Adobe Ilustrator and Photoshop. I would say he probably did all the main objects like the bulding, hangovers, etc in Illustrator then brought it into Photoshop for the shading. The text was also done in Illustrator probably.
